Follow-up Comment #1:

Fixed in the resolution for bug 21187
<https://savannah.gnu.org/bugs/index.php?21187>. Instead of escnonprint(),
quotearg() is being used, which at least is locale-aware. Still may not be an
ideal solution, logic-wise, but it fixes the problem.
