[wget-notify] [bug #22768] output of non-verbose spider mode

Follow-up Comment #2, bug #22768 (project wget):

Along with this, FTP --spider mode needs some message-related fixes too.
Thanks to stsc's patch, it now complains properly when the file doesn't exist,
but still doesn't give output when it does.
