gives a rationale for .netrc superseding because it's more "specific".
The problem, of course, is that it's not "more specific to Wget", but allows
more specific (per-host) settings.
IMO, .wgetrc (and command-line) should supersede, but .wgetrc should also
provide the same precision capabilities .netrc does.
Should probably done when path-specific config is done.
