Details:

RFC 2184 describes extensions to MIME headers that allow for (1) parameters
that are longer than a line (probably not relevant to HTTP, so somewhat less
of a priority), and (2) specification of character-encoding for a parameter
value (this is the one that could be useful, particularly for parameters that
specify filenames).
