`-B URL'
`--base=URL'
     Prepends URL to relative links read from the file specified with
     the `-i' option.


This is incorrect (at least for FTP URLs, but probably for all).

  --base=ftp://micah.cowan.name/pub/ditty

doesn't prepend ftp://micah.cowan.name/pub/ditty, it prepends
ftp://micah.cowan.name/pub. IOW, it acts just like that value had been found
in an HTML "base" element.
