Follow-up Comment #2:
Merged for mainline in 2f72fe97c8b0.
However, it would be very nice if it used the -i URL as a default baseref in
the event that none was specified, and if --force-html were automatically
implied if the remote type was text/html, etc. That way, one can just specify
$ wget -i http://host.example.com/foo/index.html
rather than
$ wget --force-html -B http://host.example.com/foo/index.html -i
http://host.example.com/foo/index.html
