Details:

I am trying to use wget to create an offline mirror of a MediaWiki site. 
Using -kpr (with judicious rejects) will fetch the entire site, but the main
CSS style links (contained within a STYLE tag, not a LINK tag) are not
converted to relative links.

The HTML code in question is the same as at
http://en.wikipedia.org/wiki/Main_Page .

This may be a duplicate of #20395.
