Details:
(No guarantee this will be done for 1.11.1; that's a tentative assignment.
It's not a regression over 1.10.2, so that lowers its criticality.)
Apparently, with -X '!COMPLETE' (and variations with wildcards, including
without the !), wget still downloads .listing files and contents from a
directory named !COMPLETE; but not at the root directory level.
