Update of bug #20372 (project wget):

           Work Required:                1 - Days => 3 - Months             
                 Summary: -X and -I should be configurable by host => Various
options should be configurable by host

Follow-up Comment #1:

This is a general issue involving much more than -I and -X; at least -A and
-R; but really, we need to be able to target as many options as possible at
specific hosts and/or paths (via regex?); ideally, we'd also be able to say,
"this applies to every host _except_ example.com".
